§ 1 Eligibility Requirements

Am I Eligible? ANZSCO, SOL Status & English Requirements

Counsellor covers six distinct ANZSCO sub-codes — and your sub-code determines everything: which visa lists you can access, whether employer sponsorship is even an option, and which assessment pathway applies.

All six Counsellor sub-codes fall under ANZSCO unit group 2721 and sit on the Short-Term Skilled Occupation List (STSOL). This means no subclass 189 pathway exists for any Counsellor — full stop. Your options are state/territory nomination (190/491) or, for three specific sub-codes, employer sponsorship.

Skills assessment is handled by VETASSESS (Group A) for all sub-codes. Note that ACA or PACFA membership is an industry and employer requirement — it is not a skills assessment requirement and will not substitute for your VETASSESS assessment.

English is not tested at the VETASSESS assessment stage, but your visa application will require Competent English (IELTS 6.0 in each band) for 190/491.

§ 2 Skilled Migration

Skilled Migration (Subclass 189 / 190 / 491)

No Counsellor subcode qualifies for Subclass 189 — your only skilled migration path is state or territory nomination via 190 or 491, and which states will consider you depends entirely on which subcode applies to your work.

Every code under ANZSCO 2721 sits on the STSOL, which means 189 is off the table across the board. The practical question is whether your state's current nomination round is open to your subcode — and at what points threshold.

§ 3 Employer Sponsorship

Employer Sponsorship (482 / 186) for Counsellors

Employer sponsorship is only available to three specific Counsellor subcodes — get your ANZSCO code wrong and this entire pathway is closed to you.

Not all Counsellors can access the 482 Skills in Demand visa. Only the following subcodes appear on the Core Skills Occupation List (CSOL) and are therefore eligible:

  • 272112 – Drug & Alcohol Counsellor: community health, mental health, and alcohol & drug services
  • 272114 – Rehabilitation Counsellor: vocational rehabilitation and disability service providers
  • 272115 – Student Counsellor: schools, TAFEs, and universities

Careers Counsellors (272111), Family & Marriage Counsellors (272113), and Counsellors nec (272199) are not on the CSOL — employer sponsorship is not available for these roles under 482 or 186.

The Core Skills Income Threshold sits at approximately AUD 76,515 (confirm the current figure at time of application). For most full-time counselling roles in health and education, this is achievable but worth verifying against your offer before proceeding.

After two years with the same sponsoring employer, eligible subcodes can transition to Subclass 186 ENS for permanent residency.

Skills Assessment for Counsellors: VETASSESS Group A — and the Sub-Code Trap That Catches Most Applicants

VETASSESS assesses all Counsellor sub-codes under Group A — but picking the wrong ANZSCO code before you apply can lock you out of the employer sponsorship pathway entirely.

The assessment body is VETASSESS (Group A). To pass, you need an AQF bachelor's degree (or equivalent) in a highly relevant field plus at least one year of closely related employment within the past five years. The degree must align directly with counselling — a generic psychology or social work degree may not meet the "highly relevant" bar without careful documentation.
