The Subclass 103 Parent visa is the non-contributory permanent pathway. The key difference from the 143 is that it avoids the ~A$43,600 per person second-instalment contribution — the charges are far lower. The trade-off is a very long queue: currently about 29–33 years (check the latest official figures).

Applicants must still pass the balance-of-family test and provide an Assurance of Support (AoS) bond. The visa grants permanent residence on approval.

It suits families who prefer not to pay the high contribution and can accept a long wait.

How to apply

1. Lodge offshore

Lodge the 103 from outside Australia and pay the first VAC instalment.

2. Pass balance-of-family + AoS

Pass the balance-of-family test and provide the Assurance of Support bond.

3. Join the non-contributory queue

The application enters the non-contributory parent queue — currently ~29–33 years.

4. Health & character → grant

After meeting health and character requirements, the visa is granted as permanent residence.
