Are You Eligible to Apply as a Registered Nurse?

Registered Nurses sit on the MLTSSL — the most migration-friendly skills list — but the English requirement is one of the strictest in any occupation, with no exemptions available.

Your ANZSCO code must match your actual nursing specialty. General RNs use 254411, but Critical Care/Emergency nurses fall under 254412, Aged Care under 254413, and Mental Health under 254421. Selecting the wrong code is the single most common trigger for a failed skills assessment — a preventable mistake.

Skills assessment is conducted by ANMAC. Note that AHPRA registration (required to practise in Australia) is a separate process — do not confuse the two.

§ 2 Skilled Migration

Skilled Migration Pathways for Registered Nurses

For Registered Nurses, 189 is effectively closed — your real skilled migration options are 190 (state nomination) and 491 (regional), and state quota timing can make or break your application.

All three skilled visas are technically open to RNs on the MLTSSL, but the practical picture is sharply different across each stream.

For 190, South Australia, Tasmania, Western Australia and the Northern Territory have been the most consistently active states for RN nominations. Victoria and NSW open quotas intermittently — slots often fill within days. Most states require a local job offer or demonstrated intention to reside.

For most RN applicants with a base score of 65–80, the 491 regional pathway delivers the most effective points boost — adding 15 points instantly. A regional job offer in NT, regional QLD or regional SA simultaneously satisfies the 491 regional work obligation and often opens DAMA options. After two years of regional work, 491 holders can apply for 191 PR.

Points are calculated on age, English, experience, qualifications and other factors. Superior English alone adds 10 points — a common lever for RNs retaking IELTS or OET.

§ 3 Employer Sponsorship

Employer Sponsorship: The Most Realistic First Step for Most RNs

For Registered Nurses, employer sponsorship via the 482 visa is a more accessible and faster pathway to Australia than waiting for a skilled visa invitation — and hospitals and aged care providers are among the most experienced sponsors in the country.

Australia's structural nursing shortage means many employers are already set up to sponsor internationally qualified RNs. The 482 Medium-term Stream offers up to 4 years of work rights, with a clear transition to permanent residence via the 186 ENS (TRT stream) after 2 years with the same employer.

  • Public hospitals — established sponsorship frameworks, especially in SA, WA, and NT
  • Private hospitals — ICU, emergency, and theatre specialties see the highest demand
  • Aged care / residential care facilities — high sponsor willingness, particularly outside metro areas
  • Regional health services & community health centres — DAMA arrangements in NT, parts of QLD and SA can further reduce eligibility thresholds

RN Award wages consistently exceed the TSMIT of AUD $73,150 — salary is not a barrier for this occupation.

§ 4 Skills Assessment

ANMAC Skills Assessment for Registered Nurses

ANMAC assessment is a dedicated multi-document process separate from AHPRA registration — conflating the two is the single most common and costly mistake RN applicants make.

Your AHPRA registration allows you to practice nursing in Australia. Your ANMAC skills assessment is what the immigration system recognises for visa purposes. You need both, and you must complete ANMAC first.

The following pitfalls are specific to Registered Nurse applicants and account for the majority of delays and negative outcomes:

  • Treating AHPRA registration as a substitute for ANMAC assessment — they are entirely separate processes; AHPRA registration does not satisfy immigration skills assessment requirements.
  • Reference letters lacking clinical specificity — ANMAC requires letters signed by an authorised supervisor that explicitly detail your specialist nursing duties; generic "good employee" references are routinely rejected.
  • Expired English results — scores older than 24 months at the time of ANMAC submission are invalid with no exception.
  • Overseas nursing board documents from the Philippines or India — verification through source-country regulators typically takes 3–6 months; factor this into your timeline before lodging.
  • Non-NAATI certified translations — any translated document not bearing a NAATI credential will be rejected outright.

Important: Receiving a Request for Further Information (RFI) from ANMAC is not a refusal, but your written response is critical — a weak or incomplete reply at this stage frequently converts a fixable case into a negative outcome. § 5 Common Problems & Refusals

Where Registered Nurse Applications Most Commonly Fail

The single biggest failure pattern for Registered Nurses is not a visa refusal — it's an ANMAC assessment rejection caused by avoidable documentation errors, before the visa process even begins.
  • Confusing AHPRA registration with ANMAC assessment. These are two separate processes. Having an AHPRA registration does not substitute for, or accelerate, your ANMAC skills assessment.
  • Selecting the wrong ANZSCO code. Applying under 254411 (General RN) when your experience is primarily in mental health (254421) or aged care (254413) triggers immediate scrutiny — and vice versa.
  • Reference letters lacking clinical specificity. ANMAC requires supervisor-signed references that detail your specialist nursing duties. Generic HR letters are routinely rejected.
  • Expired English results at submission. Any test result older than 24 months at the time of lodgement is invalid — no exceptions, no waivers.
  • Waiting for a 189 invitation that may never come. With observed scores at 90+, building an EOI strategy around 189 alone wastes critical time. 190 or 491 are the realistic pathways.
